Empowered Chartered Teams

The name

Two words, each of them load bearing.

Empowered

An empowered team has the authority, resources, information, and skills to make decisions about its work without unnecessary approval. Its members take shared responsibility for achieving results, solving problems, and continuously improving performance.

Chartered

A chartered team begins with a written agreement that defines the value of the problem, the team's authority, and the expected outcome before work begins. The charter also establishes a dated effectiveness check and the evidence required to confirm that challenge has been addressed.

The chain

Ideas, then issues, then findings, then assignments.

Four words, in that order. Most improvement programs stop after the second, which is why they can run for years without anyone's idea ever reaching an owner.

    Ideas

    What your people tell you. Every one is someone who saw something and took the trouble to say so.

    Issues

    The same account, written as a condition somebody can go and look at. A reviewer confirms the statement. Nothing is discarded and nobody reclassifies whose idea was worth keeping.

    Findings

    An issue driven to a cause the organization controls, with its category, its limiting criterion, and its value basis attached.

    Assignments

    A finding with an owner, a date, and a defined effectiveness check.

The charter

What is settled before anyone starts.

The value basis of every finding is agreed in writing at charter, signed by the sponsor, before its team starts. Not when the finding exists, and not when the invoice is raised.

Problem Statement

The problem, stated quantitatively. What, where, when it began, how often, and what it costs.

Scope

The scope, and what is explicitly outside it.

Named Lead

The named lead and the three to five members, released from duty in writing.

Process Owner

The receiving process owner, signed on before the team starts.

Value Statement

The value basis of every finding, agreed in writing and signed by the sponsor.

Effectiveness Check

The effectiveness check that will close each finding, defined and dated at charter.

Completion Criteria

The written exit criteria, and the authority the team holds until it meets them.
